A relevant, responsive, and future-ready array of educational programs is essential to VTSU’s ability to keep up with demands of a fast-moving economy and survive in an increasingly competitive buyer-controlled higher ed market. The educational opportunities offered by public universities – funded by the people for the people – must reflect and prioritize the needs of the student populations we are here to serve. To keep costs low for students and to be good stewards of taxpayer dollars, VTSU must continue to ensure our program offerings meet student and employer needs, respond to demographic realities, and ensure long-term sustainability.
Vermont State Colleges (VSC) Board of Trustees implemented three key policies (101, 102, and 109) that provide a holistic, systematic, data-informed framework for academic program oversight that reflects VSC’s commitment to:
- Academic quality and relevance
- Fiscal responsibility and sustainability
- Strategic alignment with institutional goals
- Continuous improvement through regular review and accountability
Together, these policies create a complementary process of program lifecycle management that ensures a dynamic and responsive academic portfolio that supports student success and institutional sustainability:
Policy 101: Program Review and Continuous Improvement
- Purpose: Establishes a structured process for ongoing evaluation of academic programs.
- Focus: Quality assurance, student learning outcomes, and alignment with institutional mission.
- Mechanism: Programs undergo annual review using standardized criteria and data to identify strengths, challenges, and opportunities for enhancement.
Policy 102: Approval of New Degrees and Majors
- Purpose: Governs the creation of new academic programs.
- Focus: Strategic fit, market demand, resource availability, and sustainability.
- Mechanism: New proposals must demonstrate alignment with VSC’s mission and undergo rigorous vetting for academic and financial viability.
Policy 109: Annual Program Enrollment and Cost Effectiveness Review
- Purpose: Provides an annual look at academic program health and sustainability based on historical enrollment trends and cost metrics, and local and national student demand, workforce trends, and competitive intensity.
- Focus: Student and employer needs, operational efficiency and sustainability, public resource allocation, and broad mission and vision alignment.
- Mechanism: Programs are evaluated annually to identify those that may require restructuring, consolidation, or discontinuation.
