Faculty Leadership on Policy Panel
Timothy Egan, instructor in the CSCP and part-time faculty in Communications and Business at VTSU’s Lyndon and Johnson campuses, co-moderated and curated the panel “What Can N.H. Learn from Other States?” alongside former NH House Representative Dr. Joe Hannon.

Egan served in this role as Board Chair of the New Hampshire Cannabis Association (NHCANN), and Director of the Vermont National Organization for the Reform of Marijuana Laws (NORML) Chapter, bringing his expertise to a discussion on lessons from neighboring states.

The panel also featured VTSU alumna Julie Hulburd, Commissioner on the Vermont Cannabis Control Board. Hulburd earned her BA in Hotel and Hospitality Business Management (2000) and her MA in Leadership (2024) at VTSU’s Johnson campus.

Her insights added a Vermont perspective to the conversation on New Hampshire’s medicinal and emerging adult-use market.

Other panelists included:

  • Gabi Pierce, Policy Director, Maine Office of Cannabis Policy
  • Adam Fine, Managing Partner, Boston office of Vicente LLP

Keynote on Cannabis Research
Closing the event, Dr. Riley Kirk, newly appointed CSCP adjunct faculty member at VTSU, delivered the keynote address: “From Data to Dosing: Current Research to Advance Personalized Cannabis Care.”

Dr. Kirk, a respected cannabis pharmacology expert, will teach HUM-2710 Cannabis as Medicine: Chemistry, Pharmacology, and Cultural Perspectives in Spring 2026.
