Good Neighbor Tuition Program

We’re making college more affordable for our neighbors by offering a tuition credit waiver that adjusts tuition cost to match Vermont resident tuition and opens the door to a VTSU education. Beginning in the fall 2026 semester, qualified residents of designated Good Neighbor counties can attend Vermont State University at the same tuition rate as Vermont residents.

This tuition credit waiver offers the best possible savings for eligible students, and is not combined with additional merit scholarship. The waiver may be renewed each year for up to four years of attendance.

Students who are eligible for VTSU’s Good Neighbor Tuition Program include those who are residents of the Massachusetts, New Hampshire, and New York counties listed. (Some conditions apply — see below for details.)

Housing Requirement: If you’re attending classes at Castleton, Johnson, Killington, Lyndon, or Randolph, you’ll need to live on campus for the duration of your program. Exceptions apply if you’re approved to commute under VTSU’s housing policy — for example, if you live in your own or a parent’s home nearby. Students at the Williston Campus or any nursing sites across the state are exempt from this requirement.
