The Regulation on Public Disclosure by the U.S. Department of Education affects all Higher Education Programs (traditional, online, hybrid), that lead to a Professional Licensure and/or Certification.
Definition of a Professional Licensure Program
A Professional Licensure Program is an academic program offered by an institution of higher learning designed, marketed and/or advertised to meet educational requirements: (1) for a specific license or certification; and (2) is required for employment in an occupation.
Vermont State University offers several programs that are specifically designed to lead to professional licensure and/or certification within the state of Vermont. VTSU also offers programs that prepare students to apply for licensure examinations or certifications within the state of Vermont.
State Authorization
Vermont State University (VTSU) participates in the National Council for State Authorization Reciprves to students in other states. NC-SARA does not provide reciprocity for state requirements for professional licenses or certifications. In other words, the licensing requirements in Vermont may not be recognized as sufficient to obtain a professional license in another state.
Non-Vermont Residents
Each state and territory has distinct and legal professional licensure and certification requirements. These may include passing professional examinations, background checks, years of working experience, practicum hours etc. If you are a current or prospective VTSU student in one of our professional licensure programs, and reside outside of Vermont, or if you are seeking professional licensure to practice within another state, it is important that you are familiar with the relevant state licensure requirements with that state. To this end, we encourage you to contact the relevant state professional licensing board to determine your eligibility to practice within that state.
International Students
Prior to enrolling in any program at VTSU, prospective students living or working outside of the United States, are encouraged to confirm with the relevant countries licensing and professional agency whether the VTSU program meet the countries licensure and professional requirement necessary for employment.
Student Responsibility
Vermont State University encourages all prospective non-Vermont resident students considering enrolling in VTSU licensure programs to contact the relevant state licensing board to ensure the program will meet the state’s licensing requirements. VTSU encourages current students in our licensure programs and who are planning to relocate outside of Vermont to contact the relevant state licensing board to ensure the program will meet the state’s licensing requirements.
It is the student’s responsibility to check with the licensing board in their state of residence, or the state where they plan to obtain a professional license for the required credentials. There may be additional licensure requirements in addition to successful degree completion. Students should be aware that state laws, regulations and policies about licensure requirements are subject to change.
Vermont State University shall not be held liable if a student is unable to qualify for licensure or certification in a state outside of Vermont.

Professional Licensure Programs at Vermont State University
Program Name: Dental Hygiene, A.S.
Program Description: : The Dental Hygiene Program is accredited by the Commission on Dental Accreditaiton (CODA). As a graduate of an accredited dental hygiene program, the student is eligible to sit for the National Board Dental Hygiene Examination with no additional coursework necessary, then pass a regional or state clinical board exam, and then submit an application to the state’s dental board. The student must contact the licensure board to determine which clinical board exam is accepted.

Early Childhood Education – Online Completion (+2 BS.ECE)
Program Description:
Vermont State University’s (VTSU) Early Childhood Education Online Program is a degree completion program for students with an Associate degree. Students who have completed the Community College of Vermont’s Early Childhood Education program will have the easiest transition into VTSU’s Early Childhood Education program. Graduates will earn a Bachelor’s of Science degree and a Recommendation for Licensure with an Endorsement in Early Childhood Education (Birth to Age 5). In this ROPA approved program, students are endorsed through accelerated online coursework and field-based experiences.

Program Name: (Online) Education: Elementary with Special Education (BA.EDU.ESP)
Program Description: Vermont State University’s Bachelor of Arts in Elementary Education with Special Education program prepares students to become teachers licensed in both Elementary Education (K-6) and Special Education (K-8). With careful planning, a full-time student can complete the degree in four years, earning recommendation for a Level I Professional Educator’s License issued by the Vermont Agency of Education. This license is required to work as a public-school teacher in Vermont; it also is recognized and accepted by all other states who have signed the NASDTEC Interstate Agreement.
Through courses and practicum experiences, students learn the theories, research, standards and practices that provide a solid foundation for educators who are passionate about teaching and committed to creating welcoming learning environments that are inclusive of all learners.
Careful attention is given to the growth of children as individuals whose ideas, interests, joys, strengths, and challenges are formed within a community. The program focuses on action research, collaboration, social justice, inclusivity, diversity, equity, inclusion, democracy, critical perspectives, inquiry, creativity, advocacy, theory into practice, and education as a public good.
Vermont Licensure(s): Elementary Education (K-6) and Special Education (K-8). This license is required to work as a public-school teacher in Vermont.

Program Name: Paramedic Certificate
Program Description: The Vermont State University program is accredited by the Commission on Accreditation of Allied Health Education Programs (www.caahep.org) upon the recommendation of the Committee on Accreditation of Educational Programs for the Emergency Medical Services Professions (CoAEMSP). To become a licensed paramedic, you must first become a certified EMT, complete a state-approved paramedic training program, and then pass the National Registry of EMTs (NREMT) paramedic certification exam. Successfully passing this exam makes you eligible for state certification and licensure. The final step is to apply for your state license, which typically involves a background check and proof of certification. For licensure in Florida, Illinois, Montana, California, and New York, the Program Director writes a letter of attestation for reciprocity.

Program Description: 10-month program leading to a certificate in Practical Nursing. Eligible for Licensure in states as noted below.
Vermont Licensure (s): Practical Nursing License – To qualify for a multistate PN license (https://www.nursecompact.com/), declare a primary state of residence that is a compact state. Meet all licensure requirements of the state issuing the license. Pass the NCLEX-PN. Complete required criminal background checks. Comply with all state and compact regulations.
If a resident of a non-compact state is a student, they will need to apply for a single-state license in the state where they apply for initial licensure.
- This information is only for the initial licensure by exam requirements for the state listed.
- Students should contact the Board of Nursing in the state they would like to be initially licensed in for more specific information, and licensure is determined solely by the Board of Nursing in each state.
- This information DOES NOT apply to transferring Vermont PN or RN Licensure to another state.

Program Name: Radiologic Science, A.S.
Program Description: By competing the Radiologic Science program at VTSU, the student has met the educational requirements to apply for The American Registry of Radiologic Technologists (ARRT) credentialing exam. The student must also be of good moral character as determined by the ARRT Standrds of Ethics. Not all states require a licensing exam to practice. The student applies to the appropriate state board exam, should their desired state require licensure.

Program Name: Respiratory Therapy, A.S.
Program Description: The Respiratory Therapy program at VTSU is accredited by the Commission on Accreditation for Respiratory Care (CoARC). When a student successfully completes the program, their name is submitted to the National Board for Respiratory Care (NBRC), and become eligible to take the Therapist Multiple-Choice (TMC) Examination, without having to take additional coursework. Successfully passing the TMC at the minimum cut score earns the Certified Respiratory Therapist (CRT) credential; passing at the high-cut score allows the graduate to apply to take the NBRC Clinical Simulation Examination (CSE). Achieving a passing score on the CSE results in the Registered Respiratory Therapist (RRT) credential. To obtain state licensure, the student will then submit their transcripts, verification of the NBRC credential and an application fee.

Program Name: Associate of Science in Nursing
Program Description: A 1-Year program for Licensed Practical Nurses to receive an Associate of Science in Nursing and be eligible to sit for the NCLEX-RN. Eligible for licensure in states as noted below.
Vermont Licensure (s): Registered Nurse – To qualify for a multistate RN license (https://www.nursecompact.com/), declare a primary state of residence that is a compact state. Meet all licensure requirements of the state issuing the license. Pass the NCLEX-RN. Complete required criminal background checks. Comply with all state and compact regulations.
If a student is a resident of a non-compact state, they will need to apply for a single-state license in the state where they apply for initial licensure.

Program Name: Veterinary Technology, A.S.
Program Description: This program is accredited by the American Veterinary Medical Association (AVMA) Committee on Veterinary Technician Education and Activities (CVTEA). By completing this program, including mandatory externship hours, the student is eligible to site for the Veterinary Technician National Exam (VTNE) which is administered by the American Association of Veterinary State Boards (AAVSB). A passing score results in the credential, Certified Veterinary Technician. Once this credential is achieved, the student may apply to state specific boards to become Certified, Licensed, or Registered Veterinary Technician. Not all states assign these credentials of Certified, Licensed, or Registered Veterinary Technician.
Vermont Licensure(s): Vermont does not require vet tech’s to be credentialed in order to work in the field.
