Emergency Management Plan
Vermont State University is vulnerable to natural, technological, and human-caused hazards that can affect lives, university property, and the local communities in which our campuses and learning sites are located. To effectively respond to these hazards, VTSU maintains an Emergency Management Plan (EMP) to minimize the impacts and guide the University in responding, organizing, and recovering.
This plan strives to meet the National Incident Management System- Incident Command System (NIMS ICS) requirements established by the Federal Emergency Management Agency (FEMA).
Emergency Management Planning Team
The Emergency Management Planning Team (EMPT) comprises the Associate/Directors of Public Safety across VTSU locations and external stakeholders from various state and local agencies, when necessary.
The Emergency Management Planning Team is broken down into six subcommittees representing each of the six primary operations or campuses of VTSU (Castleton, Johnson, Lyndon, Randolph, Williston, and the Learning Sites).
Each subcommittee is chaired by the Dean of Students or Associate/Director of Public Safety and consists of individuals who have expertise, functional responsibilities, or both, related to their subcommittee’s location. The subcommittees meet as appropriate, address issues and concerns, plan and coordinate, and oversee aspects of the VTSU’s overall emergency preparedness. Each subcommittee chair may be asked to report to the larger team at the regular meeting.
At a minimum, the emergency management sub committees are comprised of the following positions and may include members of the Executive Leadership Team and other senior VTSU positions in functional areas:
- Senior Human Resources staff by location
- Dean of Students or equivalent senior lead at the learning sites not co-located with another entity in the state.
- Associate/Director of Public Safety or equivalent senior lead at the learning sites not co-located with another entity in the state.
- Assistant Director of Facilities or equivalent senior lead at the learning sites not co-located with another entity in the state.
- Assistant Director of Residential Life
- Senior Information Technology staff by location
